All gas produced domestically must be directed to satisfy the needs of Ukrainian households. This statement was made by the Head of Political Council of Opposition Bloc and the Prime Minister of the Opposition Government, Borys Kolesnikov, during his official visit to Donetsk oblast.
Mr.Kolesnikov accented that the current price for gas for the households wasn’t set according to the laws of market economy.
“Should it really have been set according to the global best practices, the Ukrainian households wouldn’t be spending more that 15% of their income on their utility bills. But today enormous debts have been accumulated and people simply have got no money to pay them off with. The current price is absolutely worthless”, - the oppositional leader explained.
Borys Kolesnikov is deeply convinced that Ukrainian households should be given the opportunity to purchase domestically produced natural gas at the cost price. “There is no other way out but to sell 17 billion of cubic meters of gas produced by the state-owned enterprises directly to the households at the cost price. Of course the budget will under-receive payments but at least people will be able to pay their gas bills”, - the opposition leader pointed out.
Borys Kolesnikov also reminded that there is the World Bank program that aims at renovating the old buildings over the course of 8-10 years to increase their energy efficiency dramatically.
“But until that is done we must provide our people with the gas produced by the state-owned enterprises. Though this is not what they call a “free-market friendly” solution and many would advise against it”, - the Head of Political Council of Opposition Bloc highlighted.
According to Mr.Kolesnikov we don’t need to adopt any new laws in order to provide Ukrainian households with gas produced domestically. “The top managers of Naftogas have received 8 million USD in bonuses. But what for? What have they achieved? 90% of Ukrainian people can’t even be regarded as the middle class – their quality of life is way below the middle class standards. So where would they get the money from?” – the Prime Minister of the Opposition Government added.
Borys Kolesnikov considers the current tariff policy of Ukraine to be rather thoughtless. “People are struggling with their debts and the social explosions are thus provoked. This is an absolutely insane policy. The state budget used to compensate the price difference for the imported gas and now people have to deal with it. And they are giving out bonuses for such formidable management decisions. What exactly has the General Manager of Naftogaz achieved that is well worth the bonus he received? You can pay out 8 million dollars to a genius engineer who has developed a cutting-edge gadget or a breakthrough technology. But definitely not to the person who is stealing from people’s pockets”, - Borys Kolesnikov accented.
