MP Vadym Novynskyi proposed a new version of the law “On the Peculiarities of Management of Individual Districts of Donetsk and Luhansk Regions”. The corresponding draft law of a member of the Verkhovna Rada Committee for the Protection of Human Rights and the Reintegration of the Donbas is registered in Parliament under No. 1099.
The document proposes to create the Interregional Territorial Association of the Donbas (ITA Donbas) in the temporarily uncontrolled territories of Donetsk and Luhansk.
The draft law notes that the ITA Donbas is formed temporarily and is not an independent entity in the system of administrative-territorial structure of Ukraine.
It is assumed that the ITA Donbas will have the status of an inter-regional association.
The draft law also details the procedure for the activities of local authorities in the framework of the ITA Donbas.
In particular, it is proposed the creation of the highest representative body of authority in the ITA Donbas – a representative meeting of the ITA Donbas, for the implementation of representative, legislative and oversight functions, as well as the creation of an executive authority in the ITA Donbas – an Executive Committee for the implementation of executive functions. The draft law provides for the possibility of creating units of the people’s police to protect public order of the ITA Donbas, as well as the issue of local elections.
“On December 31, the law “On the Peculiarities of Management of Individual Districts of Donetsk and Luhansk Regions” will end, now the authorities have a lot of expectations for a future meeting of leaders of countries in the Normandy format. And the adoption of a new version of this law is tied to the date of the summit. I believe that the Ukrainian parliament should work on a common position today, discuss and propose a ready-made model for the work of local authorities in the Donbas, taking into account current political realities, to seek a political compromise on the legislation on the peculiarities of local self-government and the concept of elections in the Donbas and thus fulfill our obligations according to the Minsk agreements,” Vadym Novynskyi said.
And he reminded that the Minsk agreements had formulated a fairly clear roadmap for peace in the Donbas, in the country and in the region.
“The ceasefire, in which certain successes have already been observed, the adoption of the necessary laws, the granting of special status to the Donbas within Ukraine, the holding of elections, the return to Ukraine of control over the entire length of the state border. There is no alternative to the Minsk agreements today, therefore, today we should already discuss in the parliament proposals for amendments to the legislation in order to achieve progress in a peaceful settlement,” the MP said.
