On Tuesday, May 28, the Committee on Health Issues reviewed draft law No. 10211 for voting in parliament, one of the authors of which was MP from the OPPOSITION BLOC Tetiana Bakhteieva. According to her, it will protect the pharmaceutical market from monopolization, ensure effective competition in the retail trade of medicines and the right of patients to choose a convenient and advantageous pharmacy.
“The profile Committee decided to recommend the Verkhovna Rada to support in the first reading the draft law “On Amendments to Certain Legislative Acts of Ukraine Concerning Ensuring Effective Competition and Ensuring Patients’ Rights in the Retail Drug Trade”. In the case of its adoption by parliament, real competition in the retail trade in medicines will finally be ensured,” the MP said.
This draft law guarantees the provision of high-quality medicines through the pharmacy of every Ukrainian. In addition, it requires the obligatory availability of cash registers in pharmacies in order to avoid selling counterfeit drugs and smuggling. In addition, one of the employees will have to have a special education.
“The draft law No. 8591 on the same topic, introduced by the pro-government MPs, was considered by the Committee with procedural violations. In addition, it has the negative conclusions of experts, destroys competition in the pharmacy market and deprives people of access to medicines. In contrast to the pro-government draft law, such regulation, as proposed by the draft law No. 10211, is an example of a modern European approach to the sale of medicines, under which the state’s responsibility for their quality is respected,” Tetiana Bakhteieva emphasized.
