The Verkhovna Rada approved the draft lawof authorship of Dmytro Shpenov on strengthening responsibility for violation of the rules for transporting children

On Tuesday, October 29, the Verkhovna Rada supported draft Law No. 1150 “On Amendments to the Code of Ukraine on Administrative Offenses on the Establishment of Responsibility for Violating the Rules for the Transport of Children” as a whole of the authorship of the MP, Dmytro Shpenov. 332 parliamentarians voted for the decision.

Dmytro Shpenov noted in the explanatory note to the draft law No. 1150 that the situation on Ukrainian roads showed a high level of mortality and injuries, caused not only by the unsatisfactory condition of the roads, but also by neglect by drivers of the Rules of the road. So, according to the official data of the National Police of Ukraine, at least 3,500 people die on the roads of Ukraine and at least 35 thousand are injured. A significant proportion of the victims are children.

However, the current legislation does not provide a norm that would establish liability for violation of the rules for the transportation of children. The safety of children, in this case, directly depends on the consciousness of the parents, who in most cases neglect the safety rules.

“Parents forget that ignoring the established rules for transporting children, and especially regarding the use of car seats, can lead to the death of the child,” Spenov emphasized.

Now, the Code of Ukraine on Administrative Offenses provides for administrative liability for violation of the rules for transporting children and for committing such an offense repeatedly within a year, respectively. A fine is established for violation of the rules for transporting children at the level of 30 tax-free minimum incomes of citizens, that is, in the amount of UAH 510, and for a repeated offense – UAH 850.
