Vadym Novynskyi: Harmonization of the “Steinmeier Formula” gives hope for progress in negotiations on peace and the exchange of prisoners

Harmonization of the “Steinmeier Formula” by the Ukrainian side makes the future meeting in the Normandy format more substantive and gives hope for progress in negotiations on peace in Ukraine. This opinion was expressed by Vadym Novynskyi, member of the Parliamentary Committee on Donbas reintegration issues, commenting on the official statement of President Volodymyr Zelenskyy on Ukraine’s agreement with the proposal of the OSCE Special Representative at the Minsk negotiations, Martin Sajdik, and agreeing on the text of the “Steinmeier Formula”.

According to him, the “Formula” is a specification of the Minsk agreements and clarifies the procedure for conducting the events under the instrument, including the procedure for holding elections.

“Local elections in temporarily uncontrolled territories will be held according to the law adopted by the Ukrainian parliament, under the supervision of the OSCE special monitoring mission and the OSCE Office for Democracy and Human Rights. And only after they are recognized as democratic, the rule of the law “On the special order of self-government in certain arears of Donetsk and Luhansk regions” will come into force, after which control of the state border will pass to the Ukrainian authorities and the full-fledged process of restoring territorial integrity in the East will begin. Achieving peace and ending the war is the main thing that millions of Ukrainians are waiting for,” Vadym Novynskyi emphasized.

Also, according to him, today it is important to avoid manipulation in the interpretation of the “Steinmeier Formula”, as well as prevent the radicalization of sentiment in society.

“The approval of the “Formula” is an important and significant stage in the issue of a peaceful settlement, necessary for subsequent discussions at the meeting of the heads of state in the Normandy format, where it is important for the Ukrainian side to defend fundamental issues, first of all, the issue of security and border control. Currently, individual political forces try to disrupt the negotiation process, artificially fomenting a panic about the alleged surrender of Ukraine. Such efforts are directed against the peace, they need to be evaluated both political and legal ways,” the MP said.
