MP Vadym Novynskyi proposes to increase the size of a number of social payments, as well as to abolish the norms introduced by the government in 2014 as part of the budget saving policy. The relevant draft law “On priority measures to protect socially vulnerable citizens from the effects of the financial and economic crisis” was registered by the parliamentarian in the Verkhovna Rada No. 1100. Musa Magomedov, Dmytro Shpenov, Serhiy Magera, Victoria Hryb became co-authors of the draft law.
According to the initiators of the draft law, the real needs of the population, given the increase in housing and communal services tariffs and drug prices, social benefits will correspond after indexing to a double inflation rate. In addition, the document proposes to introduce a moratorium on increasing prices and tariffs for housing and communal services for certain categories of the population: pensioners, people with disabilities, families with 3 or more children, low-income families.
Vadym Novynskyi proposes to completely restore the amount of birth assistance canceled on July 1, 2014: for the first child – 40 living wages (UAH 42 475), the second and third child – 60 and 120 living wages (UAH 101 940 and UAH 203 880 accordingly), as well as to resume the payment of childcare assistance until the child reaches the age of three.
“The issue of increasing social benefits excites Ukrainians no less than the removal of parliamentary immunity. Most social payments were “frozen” in 2014 at the request of our international lenders. And the current size of social standards does not correspond to the level of food prices, tariffs and other expenses of Ukrainians. Today, the Ukrainian economy is showing small growth, so the Cabinet of Ministers should look for opportunities and resources to increase social benefits. The state should stimulate the birth rate, this is the best investment in the economy,” Vadym Novynskyi said.
In addition to revising social payments, the draft law proposes a series of measures to pay wage arrears. To this end, Ukraine proposes to create a Register of debtor enterprises and a financial audit for all debtors. The draft law also contains proposals to increase employment and create new jobs in Donetsk and Luhansk regions.
