MP Vadym Novynskyi, member of the Verkhovna Rada Committee on the Donbas Reintegration Issues, registered draft law No. 1102, on the recognition of the Law “On Ensuring the Functioning of the Ukrainian Language as the State Language” as invalid.
MP Dmytro Shpenov, Serhiy Mahera and Victoria Hryb also became co-authors of the legislative initiative.
According to Vadym Novynskyi, the current language law was submitted and considered right before the presidential election as an element of the election campaign of the previous power.
Today, according to the politician, there is no need for such legislation – on the contrary, the language policy in Ukraine should be liberalized.
“The current language law, which was adopted and pushed through the parliament with numerous procedural violations, was promoted as an element of the presidential campaign of representatives of the previous power. In fact, this law simply pushed the Ukrainians against each other, while how it will be implemented in practice, what the reaction of European institutions will be, how Ukrainians living in the occupied territories will perceive it – all these issues did not interest the previous leadership of Ukraine, because the practical implementation of the law was not main goal. The elections are long over, but the country must comply with the provisions of the law, no matter how absurd they are,” Vadym Novynskyi explained the need to abolish the law.
According to the MP, the Law “On Ensuring the Functioning of the Ukrainian Language as the State Language” should be repealed, since it contradicts Art. 10 of the Constitution of Ukraine and the provisions of the European Charter for Regional Languages, which is part of Ukrainian law.
“Almost half of Ukrainian citizens speak two languages – Ukrainian and Russian. The current language law calls the latter a national minority and equates to the enemies of the state, which is discriminatory. There are questions about the procedure for its adoption – speaker Andriy Parubiy put the issue to a vote, violating the rules – moreover, not once. Today, this situation is the subject of consideration in the Constitutional Court of Ukraine. I believe that the Ukrainian people did not delegate the right to push the law through deceit to the previous power. We will never return the Donbas and Crimea, we will never turn into a civilized state, discriminating people on the basis of language. On the contrary, this will lead to a further loss of citizens’ trust in both the state and the current power team, which promised to study the language law during the election campaign,” Vadym Novynskyi recalled.
As previously reported, the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language” was adopted by the parliament of the VIII convocation on April 25, 2019.
The document, among other things, provides for the mandatory use of the Ukrainian language in public space, in the public and public sectors, in transport, catering establishments, in the medical field, in education, theatrical performances, dubbing of films, on television, on the Internet, and in print media. The law provides for fines for violating language laws. For foreigners who wish to obtain Ukrainian citizenship, an exam in the Ukrainian language is now required.
The law introduces the position of the Commissioner for the Protection of the State Language – he will monitor compliance with the law. This official will be able to file a complaint about a violation of the law or your rights to learn the Ukrainian language.
A National Commission on State Language Standards – the central executive body, which will process and approve the standards of the Ukrainian language as the state language – will also be created.
