The presence of a powerful OPPOSITION BLOC team in parliament will be a guarantee for the development of local communities, as well as a real reform of decentralization. CEO of JSC “Zaporizhstal” Rostyslav Shurma said about this on the “ICTV” TV channel.
According to him, despite the declared decentralization, there was no real reform. “The quality of life of the overwhelming majority of Ukrainians depends on the responsibility of local authorities. Do mayors now have enough resources to ensure decent living conditions for a person? Not. In the structure of revenues of local budgets there are three taxes - a tax on income, a tax on land and a tax on income of individuals-entrepreneurs. And this structure has not actually changed. There was provided another 5% excise tax, which, for example, in Zaporizhia accounts for 3% of budget revenues, that is, almost no effect. Local budgets grew exclusively at the expense of raising land payments, and also due to the fact that wages were catching up with the devaluation of 2014,” the oppositionist said.
According to Rostyslav Shurma, a problem arises: if a mayor is responsible for the standard of living of the residents of his city, then he needs resources. But all the resources are in Kyiv. And it is absolutely logical that any mayor who is worried about his city is trying to delegate to the parliament a team that will help him ensure a better quality of life for the residents of a particular region.
“If residents of a city are satisfied with their city heads, it would be logical to support in the elections to the Verkhovna Rada those candidates who are supported by the mayors of the cities. We will create just such an integral team in parliament that will ensure sustainable development of cities and communities,” Rostyslav Shurma emphasized.
The politician noted that now it is very important not to fall into the trap in which we found ourselves in 2014, when many different people put on the “BPP” t-shirts. "What did the residents of Zaporizhia get from MPs from the Bloc of Petro Poroshenko?” Nothing. Bridges are unfinished. The airport was built at the expense of the local budget, rather than the state one. No major reconstructions occurred. No investor was attracted by them. Therefore, it is necessary to choose professional managers, rather than populists,” Shurma concluded.
