As of 1 April, in the Pechersk district of Kyiv, patients who have not signed the “declaration with the doctor” will be denied medical care, as reported in advertisements in the district. Tetiana Bakhteieva, MP from the OPPOSITION BLOC, member of the Parliamentary Committee on Health, considers the refusal to provide medical care to all citizens of Ukraine illegal and contrary to the Constitution.

“Article 49 of the Constitution of Ukraine states that, “Everyone has the right to health protection, medical care and medical insurance. The state creates conditions for effective and affordable health care for all citizens. In state and municipal health care facilities, medical care is provided free of charge; the existing network of such institutions cannot be reduced. The state promotes the development of medical institutions of all forms of ownership. “Denying people medical care, in accordance with the laws and decrees that directly contradict the Constitution, is nothing more than a crime,” the MP said.

According to her, all this is a consequence of the ill-conceived and anti-constitutional “reform”, which is being carried out by the current leadership of the Ministry of Health. “The pseudo-reform conducted by the Ministry of Health is genocide of the Ukrainians, who are deprived of the constitutional rights to affordable medical care. To stop this mockery, Ukrainians should make the right choice in presidential election on 31 March. Only Oleksandr Vilkul and the OPPOSITION BLOC are really capable of canceling all pseudo-reforms and returning the country to peace and development, and providing the people with proper medical care,” Tetiana Bakhteieva emphasized.
