The OPPOSITION BLOC is going to parliamentary elections so that the voice of local self-government is heard in the Verkhovna Rada. The mayor of Odesa Hennadii Trukhanov said about this on the “ICTV” TV channel.
According to him, today the opposition represents local self-governments and local authorities. According to sociological polls, it has the greatest trust among people in comparison with other structures of state power.
“Our task is to ensure that the voice of local self-government, mayors of cities is heard in parliament, which was not before these elections. I speak about this responsibly, looking at how our projects are being implemented. Real decentralization has not happened in the past five years. The transfer of powers of state authorities to the local level took place in part. But in parallel, we were also given a burden. For example, now we have to finance vocational schools, pay the benefits assigned from the center,” Hennadii Trukhanov emphasized.
According to him, at the beginning of each fiscal year there is a struggle between the center and the regions for the distribution of funds from the state budget. “This is a real fight, because a lot of people in Kyiv do not like our financial independence. And there are attempts to take away the excise from us, so that we do not “fatten”. Thus, the construction lobby constantly tries to remove the 4% that our city receives from housing development, and up to 10% from other buildings. We are constantly under stress, we cannot plan, because we do not know what decisions deputies will take,” the politician emphasized.
At the same time, Hennadii Trukhanov notes, the same construction lobby exists in parliament with the complete absence of a local self-government lobby there.
“Therefore, it is necessary to create such a lobby as soon as possible in this composition of the parliament so that people on the local level can confidently plan their activities,” the mayor of Odesa concluded.
